EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />PARKS, RECREATION, AND OPEN SPACE ELEMENT <br /> Page 139 <br />Parks, Recreation, and Open Space <br />Vision: Everett has inviting park and facility system that is well-managed and that embraces innovation, <br />partnership, sustainability, adaptability, and equity in meeting the needs of the Everett community. <br />Element Scope / Description: The Parks, Recreation, and Open Space element describes how the city <br />plans for, acquires, and maintains parks, trails, and open space and how it develops recreational <br />activities and programs. <br />In 2022, Everett adopted the Parks, Recreation and Open Space (PROS) Plan to guide the City’s parks <br />system to: <br />• Designate the general location and extent of land uses including recreation and open space <br />lands, <br />• Estimate park and recreation demand for at least a ten-year period, <br />• Identify lands useful for recreation, including wildlife habitat, trails, and connection of critical <br />areas, and <br />• Develop a capital facilities plan (CFP) identifying funds necessary to implement the plan for at <br />least a six-year period. <br />The plan was developed using the following guiding principles: <br />• Providing a wide variety of quality parks and trails that are attractive, clean, and safe. <br />• Meeting the needs of the community with quality customer service. <br />• Creating places for events, programs, art, and culture. <br />• Helping connect people to nature and shorelines. <br />• Providing an inclusive parks and trails system for all to enjoy together. <br />• Being valuable stewards of park lands and protecting natural resources. <br />The following is a summary of the current Parks, Recreation and Open Space plan, which is adopted as <br />the comprehensive plan’s parks element. <br />Everett’s parks, trails, and open space <br />Everett’s natural environment is integral to its quality of life. Within the city are hundreds of acres of <br />urban forests, wetlands, and streams that support wildlife providing opportunities for the community to <br />connect with the natural environment. <br />The City’s parks, recreation and open space system includes land and water access, greenways and <br />trails, and recreation amenities that are treasured community assets. The system provides spaces for <br />the community to gather, play, learn, and connect with nature, while also protecting the city’s natural <br />resources and cultural landscapes. It is envisioned that everyone in Everett can enjoy parks and <br />recreation facilities through delivery of accessible, safe and culturally responsive programs and spaces. <br />Everett Parks and Facilities Department owns over 920 acres of parks and open space and 27 miles of <br />regional trails and park paths as well as a wide range of play, sport, boating, and other facilities. Everett <br />Parks manages about 60 properties. Of these about 40 provide multipurpose active park use at Regional,
