Examples include but are not limited to: establishing a park impact fee and a fee-in- <br />lieu of onsite recreation; exploring the formation of a park district; considering a levy; and <br />seeking regional or state funding to support the City’s growth allocation in VISION 2050. <br />PA-71: Develop and maintain a financial plan and fiscal policy for the Parks system. The plan and fiscal <br />policy should consider: <br />• The Department should regularly update near-term and long-term projected revenues <br />along with the annual budget and capital improvement program. <br />• The Department should maintain grant eligibility such as with regular updates to the PROS <br />Plan. <br />• The Department should develop a policy regarding acceptance of donations to ensure <br />they meet system needs and can be sustainably maintained. <br />• General Fund and REET revenues should not be supplanted by revenues from impact fees <br />or other sources. <br />• Impact fees should be used for capital improvements that add capacity to the park <br />system. <br />• REET revenues dedicated to Parks should be used for capital improvements, project <br />management, and preservation. <br />• Capital improvements should not be constructed unless accompanied by the necessary <br />operation and maintenance funding. <br />PA-72: Develop a cost-of-service pricing strategy for all programs and services that meet the <br />community’s value system. <br />PA-73: Seek committed partners and volunteers to support the operations of the Parks and Facilities <br />Department. <br />PA-74: Explore a Levy proposal or other ongoing funding opportunities to support annual maintenance <br />and operations improvements. <br />PA-75: Establish service standards to share clear expectations regarding maintenance and operation of <br />facilities. <br />PA-76: Create revenue resources that the Department can depend upon to support ongoing <br />operational and maintenance costs.
