EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />CLIMATE CHANGE AND RESILIENCY ELEMENT <br /> Page 153 <br />Climate Change and Resiliency <br />Vision for the Future: The City of Everett is a leader in climate action and the green economy. We <br />partner with communities and businesses to work toward carbon neutrality; sustain healthy, resilient, <br />and livable communities; preserve the natural environment and a robust local economy; and enhance <br />the quality of life for all residents for generations to come.. <br />Element Scope: The Growth Management Act climate change and resiliency planning goal requires that <br />the City of Everett comprehensive plan, and development regulations adapt to and mitigate the effects <br />of a changing climate; support reductions in greenhouse gas emissions and per capita vehicle miles <br />traveled. The City and partner agencies need to prepare for climate impact scenarios; foster resiliency to <br />climate impacts and natural hazards; protect and enhance environmental, economic, and human health <br />and safety; and advance environmental justice. <br />This Climate Change and Resiliency Element addresses actions the City will take to reduce greenhouse <br />gas emissions and promote sustainable development and a resilient community. The city adopted a <br />Climate Action Plan (CAP) in 2020 to identify implementation strategies to reach carbon reduction goals <br />for the community and municipal operations. The CAP implementation strategies are incorporated in <br />this element, as well as the Urban Form, Design and Development, Transportation, Economic <br />Development, and Marine Port elements. <br /> <br /> <br />The greatest contributor of greenhouse gas emissions in Everett is the combustion of fossil fuels <br />primarily from gasoline engines. Consequently, creating communities with safe walking and biking, as <br />well as frequent transit options have great potential to reduce greenhouse gas emissions (GHG) by <br />reducing private vehicle use.
