EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />MARINE PORT ELEMENT <br /> Page 182 <br />Marine Port Element <br />Vision: The Port of Everett is an economic engine providing a deep-water port for the movement of <br />goods and materials and coastal recreation opportunities, while protecting the coastline and cultural <br />resources. <br />Element Scope: The Marine Port element describes the long-term function and viability of maritime <br />activities and proposed development in areas surrounding the Port of Everett. <br />Introduction <br />This Marine Port Element provides policy guidance to protect the long-term function and viability of the <br />Port of Everett’s Marine Core Area. The goals and policies are drafted to ensure that local land use <br />decisions are made in consideration of the long-term and widespread economic contribution of the <br />international container ports and related industrial lands and transportation systems and to ensure that <br />it continues to function effectively alongside a vibrant waterfront and adjacent to Metro Everett. <br />The Marine Core Area is defined as the Port of Everett’s heavy industrial zoned area in the East <br />Waterway and along Port Gardner Bay, including Mount Baker Terminal. The intent of the element’s <br />goals and policies is to: <br />• Protect the long-term function and viability of the marine core areas of container port and port- <br />related industrial areas. <br />• Maintain efficient access to the marine core area through freight corridors. <br />• Minimize and mitigate, to the extent practicable, potential land use conflicts along the edge of <br />the marine core area and associated heavy haul routes. <br />• Identify key freight transportation corridor improvements <br />• Provide consistency between the City’s Marine Port Element and the Port of Everett’s <br />Comprehensive Scheme of Harbor Improvements. <br />• Allow for sufficient planning flexibility to secure emerging economic opportunities. <br />• Consider Port activities when planning for or implementing City projects on heavy haul routes <br />serving the Port.
