EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />MARINE PORT ELEMENT <br /> Page 185 <br />• Approximately 40,000 jobs in the region from its marine terminal activities. <br />• More than $4.7 billion in personal income. This equates to an average annual salary of about <br />$96,800. <br />• Nearly $7.9 billion in direct revenue. <br />• $433 million of state and local taxes, of which about $200 million was collected at the local level. <br />The significance of the Port is reflected in goals and policies in both the Marine Port and Economic <br />Development Elements. <br />Connecting the Port of Everett to the Region <br />The Port uses rail, barge, and trucks for moving freight to and from the facility. The State of Washington <br />established Heavy Haul Network to support commerce associated with the Port of Everett. This network <br />establishes corridors within the City’s transportation network where designing roadways to <br />accommodate freight as a priority user will be essential. Design considerations include turn radii, paving <br />and materials, lane widths, as well as maintenance schedules. <br />Maintaining efficient connections for freight to the transportation networks is addressed in the <br />Transportation, Economic Development, and Marine Port elements. <br />Goals <br />Goal MP-1: A strong and vibrant industrial marine port is supported by appropriate levels of service for <br />capital facilities and other infrastructure and an efficient truck and rail transportation network. <br />Goal MP-2: The long-term viability and functions of the Marine Port Core Area and its maritime and <br />related industrial uses are protected while respecting the rights of all property owners. <br />Goal MP-2: Transportation infrastructure and services needed for efficient multimodal movement of <br />goods within and between the Marine Port Core Area, Transition Area, and the regional transportation <br />system are identified, protected, and preserved. <br />Policies <br />Port Operations and Viability <br />MP-1 Uses in the Marine Port Core Area should be prioritized as follows: (1) cargo facilities and <br />activities that support aerospace, military and other manufacturing sectors, (2) water <br />dependent port uses, (3) water-related port uses, and (4) other uses permitted in the city’s <br />Heavy Industrial (HI) zoning. <br />MP-2 The City and Port of Everett work cooperatively in setting level of service standards for public <br />facilities and transportation. <br />MP-3 The City and Port of Everett will work cooperatively to identify key transition planning areas <br />that complement, and do not impede, the operation and development of marine port facilities. <br />MP-4 The City and Port will work cooperatively to plan and implement appropriate shoreline public <br />access improvements consistent with the city’s Shoreline Public Access Plan.
