EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />MARINE PORT ELEMENT <br /> Page 188 <br />elements that could interfere with mobility along these routes including restriction of <br />impediments to cargo such as median islands, street trees and on-street parking near <br />intersections, conflicts that may cause safety issues such as bicycle lanes, and consideration of <br />signal heights or swing-arm signals. <br />MP-26 Pavement Maintenance. Place high priority on preservation of existing roads that serve freight <br />movement within the Marine Port Core Area and Transition Area; and encourage the use of <br />reinforced pavement along Heavy Haul Routes to maintain improved roadway conditions over <br />longer periods of time. <br />MP-27 Freight Transportation System Management. Identify and prioritize cost effective <br />improvements in efficiency to the roadway system, such as traffic signal timing and phasing <br />improvements, which will improve roadway freight operations. <br />MP-28 Keep Freight in Mind During Transportation and Capital Investments. Work closely with the <br />Port of Everett to ensure bridge heights, light signal clearances, medians and parking along <br />freight routes do not unreasonably hinder cargo movement. Encourage restricting installation <br />of bicycle lanes and medians with street trees, consider installation of swing arm traffic signals, <br />and limit on-street parking near key cargo intersections. <br />MP-29 Key Freight Transportation Corridor Improvements. Establish clearly defined freight corridors <br />in the Transportation Element of the Comprehensive Plan. <br />MP-30 Intergovernmental Funding of Transportation Projects. Coordinate with state, regional and <br />adjacent local jurisdictions to seek joint funding opportunities for projects that enhance freight <br />mobility in the region. <br /> <br />
