<br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ENGAGEMENT, ADMINISTRATION, AND IMPLEMENTATION ELEMENT <br /> Page 193 <br />Goals <br />Overall Engagement, Administration and Implementation Goal: Everett engages all members of the <br />community in meaningful conversations. Decisions are made in open, transparent meetings. <br />Goal EAI-1: Everett engages the interests of the entire community in planning work and decisions in a <br />coordinated, inclusive and safe manner. <br />Goal EAI-2: Everett builds and sustains partnerships with individuals, neighborhoods, businesses, <br />organizations, institutions, and other government agencies. <br />Goal EAI-3: Everett conducts meaningful consultation with Tulalip tribal officials on plans and projects <br />that may affect tribal rituals and treaty resources. <br />Goal EAI-4: Everett ensures that city decision-making processes are clear and transparent, with <br />understanding from the community about who is responsible for making decisions and how community <br />input is valued. <br />Goal EAI-5: Everett implements the Comprehensive Plan in a coordinated and efficient manner in <br />accordance with state law and in the best interests of city residents. <br />Goal EAI-6: Everett maintains the Comprehensive Plan with regular updates and amendments to ensure <br />that it remains relevant and is consistent with regulatory and policy frameworks and community goals. <br />Policies <br />Engagement <br />EAI-1 Establish and communicate clear roles, rights, responsibilities and timeframes for participants <br />and decision-makers. <br />EAI-2 At each stage of the planning process, identify what topics can be influenced or changed <br />through community input, and what ones are being guided by established regulations or <br />policies. <br />EAI-3 Establish and implement processes for meaningful consultation and collaboration with tribal <br />officials in the development of regulations, proposed legislation, and other policy statements <br />or actions that have tribal implications. <br />EAI-4 Following decisions, communicate to participants in a timely fashion about the issues raised in <br />the community involvement process, how public input affected outcomes, and the rationale <br />used in making decisions. <br />EAI-5 Communicate to participants how decisions can be challenged and, if a decision is outside of <br />city control, explain how citizens can engage with the jurisdiction or agency that makes the <br />final decision. <br />EAI-6 Collaborate with local and regional partners to achieve the goals and policies of the Everett <br />2044 Comprehensive Plan. <br />EAI-7 Ensure that community engagement opportunities are broadly accessible to the greater <br />community.
