<br /> <br />Category 2: For official use only / disclosure permissible by law. <br />Introduction and Purpose <br />The Housing Element Appendix is a supportfng technical companion to the Housing Element of the <br />Everett 2044 Comprehensive Plan. Their primary purpose is to provide detailed demographic, housing, <br />and policy analysis that substantfates the goals, policies, and strategies presented in the Housing <br />Element. This includes data and methodologies required to meet state and regional planning <br />requirements under the Washington State Growth Management Act (GMA), as amended by House Bill <br />1220 (2021), and guidance from the Washington State Department of Commerce and the Puget Sound <br />Regional Council (PSRC). <br />The Housing Element serves as the City's policy framework to guide the development, preservatfon, and <br />equitable distributfon of housing in Everett through the 2044 planning horizon. This appendix provides <br />supportfng technical foundatfon and documentatfon for that framework, addressing the following: <br />• Housing needs assessment (HNA), including current and projected housing needs by income <br />level, household type, and tenure <br />• Detailed demographic and housing market analysis, including conditfons facing cost-burdened <br />and special needs populatfons <br />• Identfficatfon of housing affordability barriers, regulatory and market-based, that constrain <br />housing availability and choice <br />• Analysis of racially disparate impacts, displacement risk, and exclusionary housing patterns, in <br />alignment with RCW 36.70A.070(2)(e–h) <br />• Documentatfon of methodologies and data sources, ensuring transparency and replicability of <br />analysis <br />This document also complements the Everett 2044 Supplemental Environmental Impact Statement <br />(SEIS). While the SEIS provides the formal environmental review required under SEPA, findings from its <br />housing and land use analysis are further detailed and contextualized here. Where applicable, sectfons in <br />this appendix reference SEIS findings and incorporate them by summary or citatfon. <br />Together, the Housing Element, this Housing Element Appendix, and the SEIS form an integrated body of <br />work that meets the GMA’s intent to “plan for and accommodate housing affordable to all economic <br />segments of the populatfon.” <br />
