EVERETT 2044 <br />COMPREHENSIVE PLAN <br /> <br /> <br /> <br /> 6/17/2025 <br />COMPREHENSIVE PLAN <br />ECONOMIC DEVELOPMENT ELEMENT <br /> Page 76 <br />ED-19 Facilitate efforts of businesses, educational institutions, neighborhood organizations and major <br />civic/government entities in the development of programs that meet the current and future needs of <br />employers and employees, as well as those seeking employment. <br />ED-20 Promote expansion and addition of higher education, professional, technical, trade, <br />apprenticeship, and internship programs at institutions in industries with growing demand, such as <br />computer science, aerospace, and healthcare, and encourage links between schools and local businesses <br />for training and job skill programs. <br />ED-21 Connect low-skilled residents from low-income communities to training pathways that lead to <br />family-wage jobs, with a particular focus on connections to key sectors, including aerospace, <br />manufacturing and healthcare. <br />ED-22 Support efforts by educational institutions and other public and private organizations to develop <br />educational opportunities in entrepreneurship, innovation, and leadership. <br />ED-23 Encourage educational institutions, government, and local employers to introduce local youth, <br />particularly in underrepresented communities, to a wide variety of employment and business <br />opportunities. <br />Business Retention, Expansion and Attraction <br />ED-24 Support efforts to attract, expand and retain large, medium, and small businesses that offer high <br />quality jobs, generate local tax revenue and/or provide needed goods or services to residents. <br />ED-25 Facilitate development of programs to support small businesses and entrepreneurs, particularly <br />minority-women-owned businesses, and military personnel. <br />ED-26 Develop and expand programs to recruit entrepreneurs associated with priority sectors to build <br />an entrepreneurial culture locally and encourage relocation from higher cost locations. <br />ED-27 Promote key retail, office, and manufacturing opportunity sites, as identified in the City’s <br />Economic Development Strategic Plan, Subarea Plans, and other planning documents. <br />ED-28 Support the vibrancy of locally owned small businesses and their ability to remain in <br />neighborhood and commercial districts where they exemplify and promote their community’s identity, <br />cultural richness, and character. <br />ED-29 Promote the development of affordable commercial spaces that meet the economic and <br />cultural needs of historically underserved communities, with a focus on serving the needs of businesses <br />that are at risk of displacement. <br />ED-30 Explore and support tools for community ownership of commercial spaces to preserve small <br />businesses that exemplify and promote their community’s identity, cultural richness and character. <br />ED-31 Explore opportunities for retaining anchor institutions that provide vital and unique services for <br />communities.
