Vehicle, pedestrian and ambulance traffic shall be directed toward the nearest collector or 2 <br />arterial street and away from local residential streets. 3 <br />B. Hospitals and hospital-related structures shall be set back a minimum of flfty feet from 4 <br />adjacent residentially zoned lots. 5 <br />C. Hospitals and hospital-related uses shall be screened from adjacent residentially 6 <br />zoned lots by the landscaping requirements of landscape category B. 7 <br />19.13.130, JAILS AND CORRECTIONAL FACILITIES 8 <br />A. Permitted Use—Proportionality to Everett’s Population. 9 <br />1. In order for jails and correctional facilities to be classifled as a permitted use, the 10 <br />applicant must demonstrate the existence of proportionality of their distribution 11 <br />throughout the county and its cities. The applicant must make application to the city 12 <br />demonstrating that in relation to Everett, Snohomish County and cities within 13 <br />Snohomish County have accepted their proportional share of jails and correctional 14 <br />facilities. This shall be determined using the following formula: 15 <br />A = “Everett’s current population” <br />divided by “Snohomish County’s <br />current population” <br />B = “Current number of jails and <br />correctional facilities’ beds in <br />Everett” divided by “Current <br />number of jails and correctional <br />facilities’ beds in Snohomish <br />County” <br />2. Jails and correctional facilities shall be a permitted use subject to the location criteria 16 <br />set forth herein unless A is less than B, in which case they are not a permitted use. 17 <br />3. The population flgures used shall be the current population flgures issued by the 18 <br />state of Washington Office of Financial Management. The city shall supply the flgures for 19 <br />the current number of beds for jails and correctional facilities both within the city and 20 <br />countywide. If the applicant disagrees with the flgures supplied by the city to make the 21 <br />calculation, the applicant can supply his/her own flgures along with supporting 22 <br />documentation. This will be considered by the planning department in rendering its 23 <br />written decision. 24
