The following land uses and uses customarily incidental thereto are permitted within 2 <br />the WRM zone: 3 <br />1. Public water supply management and conservatfon, including storage, treatment, pumping, 4 <br />and residual solids management; 5 <br />2. Hydroelectric power generatfon; 6 <br />3. Forestry management; 7 <br />4. Biosolids applicatfon; 8 <br />5. Public recreatfon, where allowed; 9 <br />6. Wildlife habitat management; 10 <br />7. Uses incidental to the above listed uses. 11 <br />B. Review Process. All permitted uses are allowed as permitted use subject to Review Process I as set 12 <br />forth in Chapter 15.02 EMC. 13 <br />C. Development Standards. All uses within the WRM zone shall be subject to the policies and 14 <br />requirements of applicable management plans adopted by the Everett city council, the policies and 15 <br />regulatfons of the shoreline master program, if applicable, and the Everett comprehensive plan. The 16 <br />standards applicable to any structures or improvements to be built or installed on the property shall be 17 <br />as needed to accomplish the purpose of such structures or improvements; provided, that said 18 <br />improvements are compatfble with city council adopted land use and management plans for the 19 <br />property, and with other adjoining propertfes. All uses shall comply with requirements for protectfon of 20 <br />critfcal areas set forth in Chapter 19.37 EMC, where applicable. 21 <br />19.05.210, PARK AND OPEN SPACE ZONE. 22 <br />A. Permitted Uses. 23 <br />1. Public park development uses include any park and recreatfonal actfvity, including actfve and 24 <br />passive outdoor recreatfonal actfvitfes, trails, open space, cultural actfvitfes, park buildings and 25 <br />structures, concessionaires, general park operatfons and maintenance actfvitfes, ranger’s or 26 <br />caretaker’s quarters, other compatfble public uses and structures, and uses customarily 27 <br />incidental thereto, and are permitted in accordance with the provisions of EMC Title 15, Local 28 <br />Project Review Procedures. 29 <br />2. Transportatfon facilitfes of statewide significance through a Review Process II land use 30 <br />decision, except that a Review Process I land use decision is required for projects that are 31 <br />categorically exempt under SEPA and a Review Process III land use decision is required for 32 <br />projects in shoreline jurisdictfon with a project area greater than one acre. 33 <br />B.
