Lot arrangement and design shall take into consideratfon, to the maximum extent possible, 2 <br />the natural features of the site such as critfcal areas, parks, open space, and views. Each lot shall 3 <br />provide a suitable building site and driveway access from existfng or proposed streets. 4 <br />2. Double frontage lots shall be avoided whenever possible. 5 <br />3. Lots shall not, in general, access from arterial streets. Where driveway access from a street 6 <br />may be necessary for several adjoining lots, the city may require that such lots be served by 7 <br />combined access points and driveways designed or arranged so as to avoid requiring vehicles to 8 <br />back into traffic. 9 <br />4. Through the unit lot land division or binding site plan process, the director may modify the 10 <br />Everett Unified Development Code requirements for individual lots for width, depth, area, 11 <br />frontage, setbacks and minimum building site; provided, that Everett Unified Development Code 12 <br />density standards are met for the total site. 13 <br />5. Individual lots that take access from a cul-de-sac may be allowed a reduced frontage, but not 14 <br />less than a minimum of twenty feet if the front setback is increased to thirty feet. 15 <br />6. Minimum Building Site Requirements. All new lots shall contain suitable area for a building 16 <br />footprint, setbacks, access and off-street parking in accordance with the standards in this 17 <br />sectfon. Additfonal open space and design requirements may apply under Chapter 19.08 EMC 18 <br />depending on housing type. 19 <br />a. Minimum Building Footprint Area. One thousand two hundred square feet, with a 20 <br />minimum dimension of twenty-five feet. 21 <br />b. Setbacks. Per underlying zone and Table 6-2. 22 <br />c. Access and Parking. Driveways and off-street parking shall be provided in accordance 23 <br />with Chapter 19.34 EMC. 24 <br />D. Block Length. Blocks within a land division greater than four hundred feet shall be avoided wherever 25 <br />possible. , nor shall lots be combined, assembled, or developed to create functfonal block lengths 26 <br />greater than four hundred fifty feet. Pedestrian and/or other actfve mobility pathways shall be provided 27 <br />through developments; such pathways connectfng public or semi-public rights-of-way shall be provided 28 <br />no farther than 250 feet from the nearest alternatfve route of travel. 29 <br />E. Panhandle Lots. The planning director and city engineer shall have the authority to allow panhandle 30 <br />lots and may require an easement rather than a panhandle configuratfon based on the maximum 31 <br />development potentfal of a site. In subdivisions, panhandle shaped lots are restricted to sites that 32 <br />contain natural constraints such as topography greater than fifteen percent or critfcal areas. In short 33 <br />subdivisions, panhandle shaped lots are permitted without the above restrictfons, provided all 34 <br />panhandle lots meet the following standards: 35 <br />1. No panhandle shaped lot shall be permitted in short subdivisions where the ownership is 36 <br />common with a contfguous property; 37
