EVERETT 2044 <br />DEVELOPMENT REGULATIONS <br /> <br /> <br />6/17/2025 <br />DEVELOPMENT REGULATIONS <br />Page 84 <br />Zone Maximum Density Minimum Lot Size <br />R-1 1 unit per 6,000 sq. ft. of <br />lot area <br />Each lot may be less than 6,000 square feet; provided, that 12,000 <br />square feet is provided for both dwelling units. <br />R-2 1 unit per 3,750 sq. ft. of <br />lot area <br />The minimum lot area for a two-unit dwelling is 7,500 square feet; <br />there is no minimum lot area for individual lots within the <br />development. <br />R-2(A) 1 unit per 2,900 sq. ft. of <br />lot area <br />The minimum lot area for the development is 9,000 square feet; <br />there is no minimum lot area for individual lots within the <br />development. <br />CHAPTER 19.08 – NEIGHBORHOOD RESIDENTIAL USES AND 1 <br />DEVELOPMENT STANDARDS 2 <br />19.08.010 INTENT, APPLICABILITY, AND GENERAL OVERVIEW. 3 <br />This chapter addresses: 4 <br />A. Development standards for: 5 <br />1. Development in the Neighborhood Residentfal or Neighborhood Residentfal-Constrained 6 <br />zones, and 7 <br />2. In other zones, development of detached one- and two-family unit dwellings and any number 8 <br />of townhouses up to three stories in height, along with their accessory structures. 9 <br />small lot development; 10 <br />B. Development standards for multf-unit residentfal uses within the R-S, R-1, R-2 and R-2(A) zones; 11 <br />C. Front porch and entrance requirements for: (1) residentfal dwellings provided front or side-street 12 <br />setback exceptfons; (2) small lot single-family development; (3) two- to four-unit dwellings in the R-S, R-13 <br />1, R-2 and R-2(A) zones; (4) cottage housing; or (5) any dwelling within an historic overlay zone; and 14 <br />D. Development standards for cottage housing, accessory dwelling units, residentfal accessory 15 <br />buildings, home occupatfons, boarding and rooming, bed and breakfast houses, short-term rentals, 16 <br />group housing and temporary shelters, secure community transitfon facilitfes, manufactured home and 17 <br />RV parks, and reasonable accommodatfon. 18 <br />E. For residentfal development standards in the UR3 or UR4 zone, or multffamily in commercial or 19 <br />industrial zoning districts, please see Chapter 19.09 EMC. 20 <br />B. This Chapter provides standards to ensure that new development accomplishes the following: 21 <br />1. Makes a positfve contributfon to the development pattern of the area; 22 <br />2. New or altered structures are compatfble with the design and use of existfng structures on 23 <br />neighboring propertfes; 24 <br />3. Does not impact in a substantfal negatfve manner the habitability of neighboring propertfes; 25
