Exhibit A (Scope of Work) <br />SCOPE OF WORK <br />Scope of Work – Phase 1 PLA/CWA Advisory Services <br />Intelligent Partnerships (IP) will provide targeted consulting support to the City of Everett <br />(the City) to assist in the foundational development of a Project Labor Agreement (PLA) <br />or Community Workforce Agreement (CWA) for the Outdoor Event Center Project. <br />Phase 1 services are focused on pre-implementation strategy, stakeholder education, <br />and alignment of agreement goals with agency processes and procurement timelines. <br />Task 1: PLA/CWA Framework Consultation <br />• Review project scope, workforce goals, and public agency objectives <br />• Advise on the structure and terms of a preliminary PLA/CWA framework <br />• Recommend engagement strategies for labor, contractors, and community partners <br />Task 2: Internal Education & Alignment <br />• Facilitate educational sessions for City leadership, legal counsel, and project <br />management staff. <br />• Clarify roles, compliance expectations, and public benefit goals. <br />• Develop briefing materials to support internal understanding of PLA/CW A's purpose <br />and approach. <br />Task 3: Stakeholder & Public Engagement Support <br />• Support coordination with Building Trades, labor partners, and local community <br />organizations. <br />• Provide talking points and presentation materials for the City Council, boards, and <br />commissions. <br />• Assist in addressing concerns and dispelling common misconceptions using <br />comparative data and relevant case studies. <br />Task 4: Contractor Education for Procurement <br />• Consult on bid language to integrate PLA/CWA expectations into solicitation <br />documents <br />• Provide pre-bid education for prospective contractors, including guidance on workforce <br />requirements, dispatch, and compliance reporting. <br />• Support outreach to WMDBE and local small contractors to ensure readiness and <br />reduce bid barriers. <br />Task 5: Transition Planning for Implementation <br />• Outline recommendations for future third-party PLA administration <br />• Identify tools, roles, and reporting structures needed for Phase 2 implementation <br />• Provide a continuity plan to support a seamless handoff to ongoing administrative <br />services.
