2025 FEDERAL OVERLAY, BROADWAY – CALIFORNIA ST TO 18TH ST SPECIAL PROVISIONS <br />FEDERAL AID# STBGUL-2715(012); COE PW# 3841 SP-90 May 6, 2025 <br /> <br />The road shall be overlayed within 3 working days after planing operation for streets 1 <br />without loops. On streets where loops will be replaced, the overlay shall be completed 2 <br />within 8 working days after planing operation. 3 <br /> 4 <br />Sweepers following the grinding work will not be paid separately, and is included in the 5 <br />bid item “Planing Bituminous Pavement (2” Deep)”, per square yard. 6 <br /> 7 <br />For mainline planing operations, the equipment shall have automatic controls, with 8 <br />sensors for either or both sides of the equipment. The controls shall be capable of 9 <br />sensing the proper grade from an outside reference line, or a mat-referencing device. 10 <br />The automatic controls shall also be capable of maintaining the desired transverse slope. 11 <br />The transverse slope controller shall be capable of maintaining the mandrel at the 12 <br />desired slope (expressed as a percentage) within plus or minus 0.1 percent. 13 <br /> 14 <br />Pre-level course is not anticipated on any of the selected streets. If, however, after 15 <br />plaining operations, drivability issues cannot be resolved with 2” overlay, pre-level will be 16 <br />required as directed and paid for by “HMA Class 1/2” PG 64-22”, per ton. Contractor is 17 <br />strongly encouraged to bid the work to cover their cost of pre-level operations. 18 <br /> *** 19 <br /> 20 <br />5-04.3(14)B Paving and Planing Under Traffic 21 <br /> 22 <br />5-04.3(14)B1 General 23 <br />In addition, the requirements of Section 1-07.23 and the traffic controls required in 24 <br />Section 1-10, and unless the Contract specifies otherwise or the Engineer approves, the 25 <br />Contractor must comply with the following: 26 <br /> 27 <br />1. Intersections: 28 <br /> 29 <br />a. Keep intersections open to traffic at all times, except when paving or planing 30 <br />operations through an intersection requires closure. Such closure must be kept 31 <br />to the minimum time required to place and compact the HMA mixture, or plane 32 <br />as appropriate. For paving, schedule such closure to individual lanes or portions 33 <br />thereof that allows the traffic volumes and schedule of traffic volumes required in 34 <br />the approved traffic control plan. Schedule work so that adjacent intersections 35 <br />are not impacted at the same time and comply with the traffic control restrictions 36 <br />required by the Traffic Engineer. Each individual intersection closure or partial 37 <br />closure must be addressed in the traffic control plan, which must be submitted to 38 <br />and accepted by the Engineer, see Section 1-10.2(2). 39 <br /> 40 <br />b. When planing or paving and related construction must occur in an 41 <br />intersection, consider scheduling and sequencing such work into quarters of the 42 <br />intersection, or half or more of an intersection with side street detours. Be 43 <br />prepared to sequence the work to individual lanes or portions thereof. 44 <br /> 45 <br />c. Should closure of the intersection in its entirety be necessary, and no trolley 46 <br />service is impacted, keep such closure to the minimum time required to place 47 <br />and compact the HMA mixture, plane, remove asphalt, tack coat, and as 48 <br />needed. 49
