Everett Police and Fire Joint Pension Board Minutes <br />January 15, 2025 <br />The special joint meeting of Police and Fire Pension Board was called to order at 9:15 a.m. on <br />January 15, 2025. Board Members Franklin, Jorve, Neighbors, Thiessen, Poon, Sebald, Neyens, <br />Vitalich and alternate Huglen were present. Board member Schwab was excused. Board <br />attorney David Hall, Chelsi Bardwell and Ana Mechler; Human Resources and Rick Gray, Finance <br />were also in attendance. <br />Proposed long term care move-in expense language <br />“While the LEOFF statute mandates coverage for medical expenses, there is no explicit legal <br />requirement for the Board to pay fees associated with moving into a long-term care facility <br />unless it can be demonstrated that such fees are directly related to the members medical care <br />and are deemed medically necessary by the Board. These fees are separate from monthly rent <br />and medical care, typically covering initial services and administrative expenses. <br />In recognition of the increasing cost and occurrence of move-in fees, the board finds it <br />reasonable to allow payment towards the cost of such fees when the members monthly long - <br />term care costs fall short of the Genworth Cost of Care Survey (Genworth) cap i n the members <br />first month of care. In this situation, reimbursement for move-in fees will be automatically <br />approved up to the Genworth cap. Any excess, medically necessary move-in costs above the <br />Genworth cap in the members first month of care may be submitted to the board as an <br />exception for reimbursement. <br />Examples where a move-in fee may be deemed medically necessary may include: <br />-The member requires a specific level of care in which specialized facilities are <br />limited <br />-The members required level of care has outgrown the capacity of their <br />existing facility <br />-The skilled nursing facility will no longer allow the member to remain under <br />care due to behavioral issues <br />It is expected that members conduct thorough research to identify a facility with a reasonable <br />move-in fee, considering skilled care level requirements and location of the facility to existing <br />family, prior to submitting a request to the board.” <br />Discussion ensued regarding removal of the first paragraph, placing a cap of $3,000.00 on move <br />in fees, including the Genworth cost of care first month language and the possibility of including <br />this language in the assisted living section of the policy when a higher level of care is required.
