Exhibit A (Scope of Work) <br />SCOPE OF WORK <br /> <br />Tasks to be Performed <br /> <br /> <br />Task 1 – Federal, State and County Legislative and Regulatory Actions <br /> <br />Description <br />Track proposed Federal, State and County legislation and regulatory actions related to the City's forestry and watershed <br />management responsibilities. <br /> <br />Services to Be Performed <br />As directed, participate in the review of proposed Federal and State legislative and regulatory efforts related to the <br />City forestry and watershed management responsibilities. Prepare comments and attend hearings and other <br />meetings with City staff, trade organizations, and other agencies and officials when applicable. <br />Monitor and inform City staff on changes to regulations regarding recreational immunity, mining, HPA permitting, and <br />access. Assist City staff in developing responses to regulatory changes. <br /> <br />Task 2 - Federal and State Regulation Compliance <br /> <br />Description <br />Provide compliance measures for Federal and State regulations related to the City's forestry management activities. <br />Services to Be Performed <br />Prepare and submit permits, such as Hydraulic Project Approval or Forestry Practices Applications, for State and <br />Federal regulations that pertain to the City's forest management activities. Ensure compliance with those approved <br />permits. <br /> <br />Task 3 - Lake Chaplain Tract Safe Harbor Agreement (SHA) and Cooperative Habitat Enhancement <br />Agreement (CHEA) and Lake Chaplain Tract Wildlife Habitat Management Plan <br /> <br />Description <br />Complete, track and comply with all SHA and CHEA requirements as well with the LCT Plan. Seek consultation with <br />agencies as needed for correct implementation of the SHA and CHEA and LCT agreements. <br />Services to Be Performed <br />Consult with Federal Services and Washington Department of Natural Resources on SHA/CHEA implementation of <br />field activities. Consult with PUD and WDFW on as needed for the LCT plan. <br />Conduct and annual meeting and updates as needed for the SHA/CHEA. <br />Prepare reports to other parties as required by the SHA/CHEA. Attend meetings with the other parties and City staff <br />to review the reports and address any other questions or concerns. <br />Document any clarifications for future referencing.
