• ORDINANCE NO. 1763 An ordinance providing for the improvement of the Fourteenth Street Dock from a point 1072 feet west of the east line of Norton Avenue extension to a point 1600 feet west of said line by removing stringers, decking, handrail and guardrail, and placing new stringers, decking, handrail, guardrail, and doing such other work as may be nec- essary to make a complete improvement, creating an assessment district, creating a local improvement district fund therefor, and providing for payment of said improvement by special assessments on the property in said district under the mode of "Payment by Bonds". WHEREAS, By pesolution No. 2484 of the city of Everett, the city council of said city has declared its intention to order the improvement of Fourteenth Street Dock from a point 1072 feet west of the east line of Norton Avenue extension to a point 1600 feet west of the said line, in accordance with plans prepared by the city engineer, NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: That Fourteenth Street Dock from a point 1072 feet west of the east line of Norton Avenue extension to a point 1600 feet west of the said line, be improved by removing stringers, decking, hand- rail, and guardrail, and placing new stringers, decking, handrail, guard- rail, and doing such other work as may be necessary in connection there- with, such improvement to be made according to plans and specifications prepared under the direction of the city engineer and now on file in the office of the city engineer, which plane and specifications are here- by adopted and approved, Section 2: That the cost and expense of such improvement, including the necessary and incidental expenses, shall be borne by and assessed against the property included in the assessment district here- after created in accordance with law. The city of Everett shall not be liable in any manner for any portion of the cost and expense of such improvement. Section 3: That there is hereby established a local improve-
