June 8, 2016 <br /> 89 (EMC Title 19, Zoning) and 2530-01 (EMC Title 15, Local Project <br /> Review Procedures), as amended. <br /> Becky Ableman McCrary, Planning, provided additional information <br /> requested by the Council. <br /> Discussion ensued regarding possible illegal activities on supportive <br /> housing premises and future service operator compliance with the plan. <br /> President Murphy invited public comment. <br /> Carol Cogarty, Faith Simonelli, and Mark Smith, all of Everett, spoke in <br /> support of a homeless program and proposed ordinance. <br /> Connie Hoidal, Brian Wirt, Kim Newton—Wirt, Hanah Sanford, Alan Poul, <br /> Gail Chism, and Georgina Boss, all of Everett, spoke in opposition to the <br /> location for the low-barrier housing project, a lack of public participation, <br /> non-transparency of the process, and safety concerns in the <br /> neighborhood. <br /> Brian Wirt, Everett, also thanked Council Member Franklin for addressing <br /> concerns he raised last week. Mr. Wirt asked a list of 40 proposed sites for <br /> the low-barrier facility and the reasons why those locations were denied by <br /> the City. <br /> Moved by Council Member Franklin, seconded by Council Member <br /> Bader, to close the public hearing. <br /> Roll was called with all council members voting yes. <br /> Motion carried. <br /> COUNCIL BILL 1605-25 <br /> THIRD AND FINAL READING: <br /> AN ORDINANCE authorizing "Supportive Housing" in various <br /> residential and commercial zones, amending Ordinance No. 1671-89 <br /> 191 <br />
