CITY OF EVERETT STORMWATER MANAGEMENT MANUAL <br /> Chapter 3 - Selection of Operational and Structural Source <br /> Control BMPs <br /> 3.1 Introduction <br /> This chapter coordinates with the worksheet in Chapter 2. The worksheet and the BMPs are organized by <br /> the different activities that businesses perform. Again,if the listed activity will be performed indoors,and <br /> all discharges from the activity(e.g.,process water,washwater,lubricants,solvents, fugitive dust, <br /> granular material,blow down waste,etc.)will be controlled such that no exposure to stormwater occurs, <br /> then additional source control BMPs are not required for that activity. However,if checked activities will <br /> be performed outdoors, or may result in exposure of stormwater to pollutants,the number from the <br /> worksheet must be matched to the activities listed in this chapter to find the required Source Control <br /> BMPs for the site. <br /> Some businesses are or will be required to obtain a NPDES permit for stormwater discharges. These <br /> permits are issued and regulated by Ecology. Types of businesses(listed by Standard Industrial <br /> Classification(SIC)code)that must apply with Ecology to obtain this type of permit are listed in <br /> Appendix A. Businesses that are regulated under the Industrial NPDES stormwater program may be <br /> exempt from implementing some of the BMPs outlined in this volume, since they will be implementing <br /> BMPs required by the state. Refer to Appendix A for more information about NPDES permits for <br /> industries. <br /> 3.2 Applicable Operational Source Control BMPs <br /> The following operational source control BMPs are required, as applicable, for source control at projects <br /> required to meet Minimum Requirement#3: Source Control of Pollution(see Volume I,Chapter 2). <br /> Include the applicable operational source control BMPs as part of the Source Control Plan. <br /> Formation of a Pollution Prevention Team <br /> 1. Assign one or more individuals to be responsible for stormwater pollution control. Hold regular <br /> meetings to review the overall operation of the BMPs. Establish responsibilities for inspections, <br /> operation and maintenance, and availability for emergency situations. Train all team members in <br /> the operation,maintenance and inspections of BMPs, and reporting procedures. <br /> Good Housekeeping <br /> 1. Promptly contain and clean up solid and liquid pollutant leaks and spills including oils,solvents, <br /> fuels, and dust from manufacturing operations on any exposed soil,vegetation, or paved area. <br /> 2. Sweep paved material handling and storage areas regularly as needed,for the collection and <br /> disposal of dust and debris that could contaminate stormwater. Do not hose down pollutants from <br /> any area to the ground,storm drain, conveyance ditch,or receiving water unless necessary for <br /> dust control purposes to meet air quality regulations and unless the pollutants are conveyed to a <br /> treatment system approved by the local jurisdiction. <br /> 3. Clean oils,debris, sludge, etc. from all BMP systems regularly, including catch basins, <br /> settling/detention basins, oil/water separators, boomed areas,and conveyance systems,to prevent <br /> the contamination of stormwater. Refer to Appendix A for references to assist in determining if a <br /> waste must be handled as hazardous waste. <br /> 4. Promptly repair or replace all substantially cracked or otherwise damaged paved secondary <br /> containment,high-intensity parking and any other drainage areas,which are subjected to pollutant <br /> material leaks or spills. <br /> Volume IV— Source Control <br /> 3-1 <br />
