r"---"PACE <br /> An Engineering Services Germany <br /> BACKGROUND: Fkiavy storm events have caused localized surchargesin the City's <br /> combined sewer system.flooding basements and streets in North Everett; This flooding <br /> has been disn stive for citizens,causing damage to times,creating head conmens, <br /> and imposing a financial burden on the rate-based uti ty.Controlling sty ter <br /> discharges to the combined sewer system would mftlgate these impacts. <br /> EMC 14.5_020 authorizes the i ubfic Works irectc to adopt rules and procedures to <br /> implement chapters 14.56,Surface Water System,and 14.28,Surface and Storm <br /> Drainage Pursuant to that authority,this policy modifies the CitYs Design and <br /> Constre=-'cm Standards and Spec Ana{Section Storm and Surface Wear)and <br /> the City's 2010 Sto water Management Manual by rrmiting application of the <br /> stormwater manual mandatory in the mined sewer area. <br /> EMC 14.M 135.A.3 authorizes the Director to establish rules for the admin6hation of <br /> the sewer connection fees established by EMC 14.48135.A.1. EMC 14.08.1 8.A.4 <br /> provides a basis for the exercise of the City's SEPA authority to require mitigation to <br /> supplement other code requirements. The Director in this policy exercises the authority <br /> granted by EMC 14.08.135.A.1,A.3,and A.4 to provide a credit against the sewer <br /> connection fee for the cost of stormwater controls that are in addition to those set forth <br /> In the Stouter Management Manual. <br /> INTERIM POLICY; The following interim poky shall apply to all new development and <br /> redevelopment that creates ardor redevelops a total of 2,000 sq.ft or more of <br /> impervious area: <br /> 1. Stormwater In the combined sewer area shalt be controlled according to <br /> the requirements in the City's 2010 Stormwater Management Manual,with <br /> the exception of Minimum Requirement ft—Runoff Treatment d in <br /> Minimum Requirement#7—Flow Control,the term'a forested land cover' <br /> shall be replaced by"the existing site dens.,provided that the <br /> resulting storrnwater flew shall not increase Combated Sewer Overflows <br /> (CSOs)andfor basement flooding in the mined sewer area <br /> 2. The cost of stgwafer controls that are required in addition to <br /> requirements of the Stormwater Management:- Manual will be ceedited <br /> against t a projects sewer connection charge(RC 14.08.136).
