CITY OF EVERETT STORMWATER MANAGEMENT MANUAL <br /> Suggested BMPs <br /> 1. Avoid the activity when rain is occurring or expected. <br /> 2. If possible,portable asphalt mixing equipment should be covered by an awning,a lean-to,or <br /> another simple structure to avoid contact with rain. See BMP S.4 in Chapter 4 for further details <br /> on cover structures. <br /> 3. Recycle broken concrete and asphalt. Look under Recycling Services in the Yellow Pages of the <br /> phone book to find the nearest recycler. <br /> A3.3 Manufacturing and Post-processing of Metal Products <br /> Description of Pollutant Sources: This activity applies to businesses such as mills,foundries,and <br /> fabricators that manufacture or post-process metal products. A variety of activities such as machining, <br /> grinding,soldering,cutting,welding,quenching,cooling,and rinsing may take place. These businesses <br /> may be required to obtain a NPDES permit from Ecology. See Appendix A for a discussion of NPDES <br /> requirements. Note: Painting,finishing and coating of metal products is covered under A3.10 Painting, <br /> Finishing,and Coating of Vehicles,Boats,Buildings, and Equipment. <br /> Pollutants of concern include toxic organic compounds, heavy metals,oils and greases,pH,suspended <br /> solids,and chemical oxygen demand(COD). <br /> Pollutant Control Approach: Cover and contain operations and apply good housekeeping and <br /> preventive maintenance practices to prevent the contamination of stormwater. <br /> Required BMPs <br /> The following BMPs or equivalent measures are required of all businesses engaged in metals <br /> manufacturing or post-processing: <br /> 1. Eliminate illicit connections to the stormwater drainage system. See BMP S.1 in Chapter 4 for <br /> detailed information on identifying and eliminating illicit connections. <br /> 2. Process wastewater(including contact cooling water,filter backwash,cooling tower blow down, <br /> etc.)from this activity,and stormwater runoff from activity areas,must discharge to a sanitary <br /> sewer,holding tank,or process treatment system that would need an Ecology NPDES permit for <br /> discharge to surface water or storm drain. Contact the City's Industrial Pretreatment Program at <br /> (425)257-8874 to obtain permits for discharge to the sewer. See BMP S.3 in Chapter 4 for <br /> detailed requirements. <br /> 3. Employees must be educated in proper handling to control their work with metal products to <br /> minimize pollution. <br /> 4. The activity area must be swept at the end of each workday to collect and dispose of metal <br /> fragments and product residues properly. See BMP S.2 in Chapter 4 for disposal alternatives. <br /> 5. Limit the amount of water used in quenching and rinsing. Recycle used water where possible. <br /> 6. Cover the activity area to prevent rain from contacting the process and reduce the amount of <br /> runoff that has to be detained or treated. See Activity A3.9. <br /> 7. Refer to the BMPs under A2 Transfer of Liquid Materials and A4 Storage and Stockpiling <br /> Activities,and utilize those BMPs which are applicable for materials storage and maintenance <br /> activities that occur at the site. <br /> Volume IV—Source Control <br /> 3-18 <br />
