2. Dumpsters shall be stored under cover,where feasible,with any necessary drains routed to the sanitary <br /> sewer. As an alternative,dumpsters shall be non-leaking and water-tight, with lids that prevent the entry <br /> of stormwater. Lids shall be kept closed when dumpsters are not being filled or emptied. <br /> 3. Dumpsters shall be kept in good condition without corrosion or leaky seams. Damaged or leaking <br /> containers shall be replaced. <br /> 4. If waste container drums are stored above ground,they shall be kept in an area such as a service bay. If <br /> drums are kept outside,they must be stored under cover to keep rainfall from reaching the drums. <br /> Storage of reactive, ignitable,or flammable liquids must comply with the Uniform Fire Code(R.2 in Section 4- <br /> 3). The following practices shall complement,not conflict,with current Uniform Fire Code requirements. <br /> 1. Containers shall be located in a designated area. <br /> 2. The designated area shall be paved, free of cracks and gaps, and completely impervious in order to <br /> contain leaks and spills. <br /> 3. For liquid wastes, tanks shall be surrounded by dikes,berms,or curbs. The dike, berm,or curb shall be <br /> of sufficient height to provide a volume that is the greater of either 10%of the total enclosed tank volume <br /> or 110%of the volume contained in the largest tank. <br /> 4. The designated area shall be covered. <br /> 5. The area inside the dike, berm or curb shall slope to a drain. If the material being stored is controlled by <br /> the Uniform Fire Code, or is used oil or Dangerous Waste,the drain shall outlet to a dead-end sump. <br /> For all other liquids the drain shall be tied to the sanitary sewer, if available. A discharge permit from <br /> the City's Industrial Pretreatment Program will be required. Otherwise,process treatment or a dead-end <br /> sump shall be used subject to other permit requirements. The drain must have positive control(for <br /> example,a locked drainage valve or plug)to prevent release of contaminated liquids. <br /> 6. If the business is using rolling containers(for example, dumpsters)that are picked up directly by a <br /> collection truck,the dike, berm or curb can be modified to facilitate moving the dumpster. <br /> 7. Where material is temporarily stored in containers,a temporary,portable containment system can be <br /> used, in lieu of the above system. <br /> 8. If a container is to be located in an area where firearms may be discharged,the container should be <br /> encapsulated with concrete(or equivalent). <br /> 9. Containers mounted for direct removal of a liquid chemical for use by employees shall be placed inside a <br /> containment area as described above. In addition,a drip pan shall be used at all times below the <br /> container outlet. <br /> 10. Drums stored in an area where unauthorized persons may gain access must be secured in a manner that <br /> prevents any unauthorized use. <br /> 11. If the material is a Dangerous Waste,the business owner shall comply with any additional Department of <br /> Ecology requirements(see R.3 in Section 4-3)not presented above. <br /> 12. An employee trained in emergency spill cleanup procedures shall be present when Dangerous Wastes, <br /> liquid chemicals,or other wastes are loaded or unloaded(see BMP S1.80). <br /> ✓j <br /> 4-2-11 <br />
