The collected water will discharge into the Snohomish River through <br /> the current 36"outfall. <br /> It is expected that,because the Phase 1 area has the greatest concentration of vehicular activity, <br /> the proposed paving and drainage system installation will significantly reduce turbidity in <br /> stormwater runoff. Additionally, stormwater pretreatment devices will be installed at the <br /> discharge points of the Phase 2 and Phase 3 areas. Sizing for the pretreatment facilities is <br /> ' included in Appendix C. <br /> No stormwater detention or water quality treatment is required for the project. The City of <br /> Everett Stormwater Management Manual exempts road maintenance practices that include <br /> "overlaying asphalt or concrete pavement with asphalt or concrete without expanding the area of <br /> coverage." The Everett Stormwater Management Manual is based in part on the 2005 <br /> Washington State Department of Ecology(DOE) Stormwater Management Manual for Western <br /> ' Washington, which provides for the same road maintenance exemption cited above. It is noted <br /> however that the 2012 DOE Stormwater Management Manual for Western Washington uses the <br /> term"Pavement Maintenance" in lieu of"Road Maintenance,"which leads to an understanding <br /> that"road maintenance" as used in the Everett manual is intended to cover pavement <br /> maintenance of the type proposed for Phase 1 of the project. Correspondence with the City <br /> regarding this agreement is included in Appendix D. <br /> ' On August 29, 2013,representatives of RDC and Reid Middleton met with Greg Stegman, an <br /> Environmental Specialist in the DOE Water Quality Program, and Jessica Engel, Stormwater <br /> ' Inspector with the same program. The purpose of the meeting was to familiarize Mr. Stegman <br /> and Ms. Engel with the site and to explain what improvements RDC intends to make to address <br /> the turbidity water quality problem. After explaining the Phase 1 improvements detailed in the <br /> ' narrative above, the RDC representatives proposed monitoring of stormwater quality through the <br /> winter following construction(winter of 2014-2015)to determine if stormwater discharges meet <br /> current DOE industrial permit stormwater standards. If violations of stormwater quality <br /> ' standards persist during the one winter of monitoring, RDC will install additional water quality <br /> treatment options to address the offending pollutants.
