RDC EVERETT TRANSFER FACILITY Everett,Washington <br /> INTRODUCTION <br /> This report contains the results of our geotechnical engineering services for the proposed <br /> Master Plan at Regional Disposal Company's pavement and stormwater improvements Everett g p <br /> Transfer Facility located in Everett, Washington. The project site is located between the BNSF <br /> railroad (RR)tracks and the Snohomish River at the end of Riverside Road. The project location is <br /> shown on the Vicinity Map, Figure 1. The site survey of existing conditions is shown on the <br /> Site Plan, Figure 2. <br /> Project Description <br /> We understand that Reid Middleton has been contracted by the Regional Disposal Company(RDC) <br /> to prepare a Master Plan to control stormwater discharge at their transfer facility in north <br /> Everett,Washington. The Master Plan will consist of pavement and stormwater system <br /> improvements with the ultimate goal of reducing turbid water runoff from leaving the site and <br /> discharging into the Snohomish River, as well as providing better conditions for operations. <br /> We understand that RDC leases the 15.77-acre Everett Transfer Facility site (Lot 8) from <br /> Snohomish County. RDC uses the site to load and offload refuse containers shipped by rail to and <br /> from the company landfill at Roosevelt, Washington. The RDC is proposing to pave the entire site <br /> in phases to control stormwater drainage, to improve water quality, and to improve the overall <br /> function of the site. <br /> Purpose and Scope <br /> The purpose of our services is to explore the subsurface conditions at the site as a basis <br /> for providing preliminary geotechnical recommendations for design of the pavement sections. <br /> Our geotechnical engineering services were completed in accordance with our proposal for the <br /> project, dated March 25, 2013. <br /> GeoEngineer's previously delineated wetlands at the site and prepared a Wetland Delineation I <br /> Report, dated May 6, 2013. <br /> FIELD EXPLORATION AND LABORATORY TESTING <br /> Field Explorations111 <br /> The subsurface conditions for the proposed pavement improvements were evaluated by drilling <br /> eight borings (B-1 through B-8). The borings were advanced to depths of 111/2 to 161 feet below <br /> existing site grades. The approximate locations of the explorations are shown on the Site Plan, <br /> Figure 2. A detailed description of the field exploration program is presented in Appendix A. <br /> Laboratory Testing I <br /> Soil samples were collected from the explorations,taken to our laboratory and examined to confirm <br /> or modify field classifications, as well as to evaluate engineering properties of the soil. <br /> Representative samples were selected for laboratory testing consisting of determination of <br /> moisture content, percent finer than No. 200 sieve, grain size distribution, Atterberg limits <br /> 1 <br /> GEOENGINEERSZ June 18,2013 Page 1 <br /> File No.4322-002-00 I <br />
