p ECEOVE
2:12AUG 16 2022
CITY OF EVERETT
August 11, 2022 Permit Services
Re: Building Permit Review Letter
Owner: SNBL LTD
Project Address: 7007 Seaway Blvd
Plan Check No.: B2203-043
Job. No.: 20c-4249
To: James Bronder
Everett Building Department
3200 Cedar Street
Everett, WA 98201
Permit Review Comments
Dear James Bronder;
ARCHITECTURAL
1. Electric vehicle charging locations and infrastructure requirements should be shown on the plans. This
appears to be missing on Sheet A1.1. Please note that the State raised the requirement from 5%to 10% in 2021.
IBC 427
Electrical Vehicle charging stations have been added to the enlarged site plans on A1.2. 34 stalls will
have access to charging stations.
STRUCTURAL
1. On page 2 of the permit calculations there are 2 different weight take-off values used to estimate the roof
dead load, one for gravity and one for seismic. On page 61 of the calculations, the 14 psf value is utilized for
estimating seismic weight and would appear to underestimate the base shear if used in base hear calculations.
Please clarify and justify such reductions as a reduction of the roof dead load to estimate seismic weight does
not appear to be covered per ASCE 7-16 Sec 12.7.1 and ASCE 7-16 Sec 3.1.
Please refer to Comment Response Letter from Quantum Consulting Engineers dated July 28, 2022.
2.On page 63 of the permit calculations, it appears that at some grid lines where concrete panels are to be
installed, the panels are intended to "work together" as a unit. Per ACI 318-1418.5.2.2,for concrete panel
connections that are not intended to yield are to be designed to 1.5*Sy. Please verify that such connections that
are not intended to yield are able to resist these prescribed demands.
Please refer to Comment Response Letter from Quantum Consulting Engineers dated July 28,2022.
3.The steel brace frames are identified as Special Steel Concentrically Braced Frames. On the permit
calculations, it appears that the sizing of the system was performed utilizing the load combinations of IBC 1605.
2812 Colby Avenue Everett WA 98201
P (425)252-2153 www.2812architecture.com
