I wanted to make you aware that the home owner at 2216 Grand Ave is attempting to build an apartment in their <br /> basement with out electrical, plumbing, or building permits.The work has been going on since January, I have seen new <br /> framing, new plumbing, and new electrical.The building has been a nuisance to neighbors. Please allow me to remain <br /> anonymous as I don't want to start problems in the neighborhood.Thank you! <br /> 2 <br />
