Section 19: The sum of$1,145,494 is hereby appropriated to Fund 354, "1996-2000 Completed Parks Improvement Projects", Program 51, as follows: A. Estimated Project Costs Preliminary Engineering, Design, and Construction $1,145,494 Total Estimated Cost $1,145,494 B. Source of Funds Intergovernmental Revenue (ESD) $ 57,672 Fund 154 - Capital Improvement Program 3 $1,087,822 Total Estimated Funds $1,145,494 Section 20: Funds in Fund 354 as it existed under Ordinance No. 2211-97 (as amended) shall be transferred into the newly designated Fund 354 under this ordinance at the time of passage of this ordinance. Nothing contained in this ordinance shall be construed as abating, modifying or nullifying any authority, appropriation or any expenditure made for the expenditure or construction of any project pursuant to Ordinance No. 2211-97 (as amended). Nothing contained herein shall be construed as abating any action now pending under or by virtue of any ordinance of the City; or as discontinuing, abating, modifying or altering any fee, penalty accrued or to accrue, or as affecting the right or liability of any person, firm or corporation, or as waiving any right of the City under any ordinance or provision thereof in force at the time of passage of this ordinance. Section 21: If any provision of this ordinance shall be declared unconstitutional or invalid by any court of competent jurisdiction, it shall be conclusively presumed that this ordinance would have been enacted without the provision so held unconstitutional or invalid and the remainder of this ordinance shall not be affected as a result of said part being unconstitutional or invalid.
