However, the submitted documents are not sufficient <br />for us to perform a review at this time. Construction -level documents need to be submitted for <br />review. Information is attached to provide guidance. Preliminary comments are provided below to assist in <br />preparing the drawings, but these are not intended to provide a comprehensive review. Depending on your <br />experience with the model codes and preparing documents, we recommend consulting with a design <br />professional to assist you. <br />1. The proposed project indicates a scope of reconfiguration existing habitable space. However, the <br />space was converted from an undeveloped basement without permits. This is verified in the historic <br />Snohomish County field assessor records. In addition, fire damage was previously repaired under <br />Permit No. C1506-007. A copy of those drawings available on-line in the City of Everett website show <br />that the basement is unfinished space and not permitted as habitable. Drawings should be submitted <br />showing all proposed habitable space as new. All walls should be shown as new except original <br />exterior walls, unless documentation is submitted to verify work was performed under a previous <br />permit. All work is required to comply with the requirements of the 2018 IRC for new construction. <br />2. Floor plans for the upper level(s) should be provided. See other comments below. <br />3. The space is required to be insulated per the residential provisions of the 2018 WSEC. <br />4. The space should comply with the energy credits of WSEC Section R406. A schedule of selected credits <br />should be included in the drawings. <br />5. The house should be provided with a whole house ventilation system. <br />6. The locations of smoke and CO alarms should be shown. Alarms should be hardwired and provided <br />with battery back-up. Smoke alarms should be interconnected. <br />7. The basement level proposes a "study" and "office". These spaces appear to be remnants of the <br />unpermitted basement apartment unit and are presumed to be bedrooms. The spaces include closets <br />and will likely be used as bedrooms. The spaces need to satisfy the requirements for bedrooms <br />including smoke alarms and egress windows. <br />8. The wall details on Sheet A-1 are not complete. Preservative sills are required. Connections to the <br />slab -on -grade and floor above need to be specified; the anchorage should be adequate to resist a <br />minimum 5 psf out -of -plane load on the wall. <br />9. The space needs to have a code -compliant egress path out of the building. The garage is not permitted <br />as part of this path. Sections and details for at least one stairway should be provided demonstrating <br />compliance with the current building code. The stairs may need to be modified.
