4. ORDINANCE NO. 2454-00 AN ORDINANCE creating a special park improvement project entitled "Legion Park Ball Field Renovation Project", Fund 354, Program 001, to accumulate all costs for the capital improvement project. WHEREAS, the City of Everett is committed to a planned parks capital improvement program as a part of the City of Everett Parks & Recreation Comprehensive Plan; and WHERAS, the City has received a pledge/contribution from an Everett resident dedicated to Legion Park Ball Field Renovation Project, and WHEREAS, the City of Everett is requesting fund approval for the utilization of Capital Improvement Program 5 for the renovation of the drainage and irrigation systems, installation of the new ball field lighting system at Legion Park and other improvement at Legion Park; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: A special improvement project is hereby established as Fund 354, Program 001, entitled "Legion Park Ball Field Renovation Project " to accumulate all costs for the improvement project. Section 2: Authorization is hereby given to accumulate costs and distribute payments from Fund 354, Program 001, for the improvement project. Section 3: Authorization is hereby granted for the "Parks and Recreation Director", under direction of the Mayor, to assume full and complete responsibility for conducting all tasks and doing all things to accomplish the actions authorized in this ordinance. Section 4: The sum of$600,000 is hereby appropriated to Fund 354, Program 001, " Legion Park Ball Field Renovation Project", as follows:
