Snohomish County South Whidbey Basin Watersheds P2 <br />Contract # 24-26673 <br />Attachment C: Statement of Work Page 8 of 14 <br />Develop alternative routes for the relocated transmission line. <br />Conduct workshops with the County and City to review possible routes and the <br />restoration projects planned in the area. <br />Develop weighted evaluation criteria for evaluating the alternative routes. Criteria <br />may include but are not limited to engineering considerations, property ownership, <br />operations and maintenance, project cost, and environmental impacts. <br />Conduct an initial screening of possible routes and identify any with fatal flaws <br />based on the developed evaluation criteria and create a short list of alternative <br />routes. <br />Perform site reconnaissance, including physical inspection, of the short list <br />alternative routes to identify additional considerations. <br />Evaluate the short list alternative routes against the evaluation criteria. Prepare a <br />Route Study Memorandum documenting an analysis of the alternative routes and <br />identify a preferred alternative. <br />Deliverable Deliverable Description Due <br />5.2.1 TL #5 Route Study Memorandum 12 Months after <br />Notice to Proceed <br />Task 5.3: City of Everett Water Transmission Line #5 Benefit-Cost Analysis <br />The City will hire a consultant to complete a Benefit-Cost Analysis (BCA) for the <br />relocation of the City's water transmission line #5 (TL #5) out of the Chinook Marsh <br />habitat restoration footprint. This work is necessary to determine the Benefit-Cost <br />Ratio for the project, which is required for future grant applications to receive federal <br />funding for a project to relocate the waterline. <br />The consultant hired by the City will: <br />Prepare a BCA in accordance with the procedures defined under the FEMA <br />rogram and utilizing the FEMA BCA Toolkit. <br />BCA will consider flood/inundation risk and seismic susceptibility. <br />Use the BCA to establish the Benefit-Cost Ratio (BCR) for the preferred alternative <br />established in the Route Study. <br />Deliverable Deliverable Description Due <br />5.3.1 TL#5 Benefit-Cost Analysis, including Benefit- <br />Cost Ratio for the preferred alternative <br />6 months after <br />completion of Task <br />5.2.1
