5.0 WETLAND MITIGATION PLAN <br />Pursuant to EMC 19.37.050(B)(3) the on -site 1,345 square foot wetland is excepted from <br />compliance with the wetland preservation and protection goals but will be mitigated in accordance <br />with EMC 19.37.120. The applicant proposes to purchase credits from the Skykomish Habitat <br />Mitigation Bank (SHMB) to compensate for permanent wetland impacts, as allowed under MCC <br />EMC 19.37.125. Based on recent communication with the mitigation bank's project <br />representative, this mitigation bank has plenty of credits available for purchase. In addition, <br />according to the Regulatory In -lieu Fee and Bank Information Tracking System (RIBITS) the <br />Skykomish Habitat Mitigation Bank has 31.9515 wetland credits available. Therefore, the credits <br />required to complete this project are available. Credits will not be purchased until this mitigation <br />concept is conditionally approved by the City of Everett. <br />Mitigation credit ratios for impacts to Category IV wetlands have been determined by the SHMB <br />Mitigation Banking Instrument (MBI). The guidelines require 0.85 credits per acre of impacted <br />Category IV wetland.
