The project proposes to subdivide the 1.45-acre subject property into 25 unit lot <br />townhomes. Each attached townhome would be on a fee simple lot. The units would be <br />organized into six buildings, including one tri-plex, three buildings with four units each, <br />and two buildings with five units each. Ten lots would front Mukilteo Boulevard in two <br />buildings, oriented with front doors facing the street. The proposed lots would range <br />from 1,142 to 1,525 square feet in area, each with a garage accessed by the internal drive <br />aisle. All units would be accessed by a looped drive aisle in a commonly owned and <br />maintained tract (Tract 998). At the northwest corner of the site, 4,966 square foot Tract <br />999 would contain stormwater management facilities and open space. Both commonly <br />held tracts would provide landscaped areas. Common facilities within the subdivision <br />including open spaces, the access drive aisle, stormwater facilities, guest parking, and <br />landscaping, would be available to residents and maintained by an incorporated <br />homeowner's association. There is no minimum <br />density requirement in the NB zone; maximum density is one twit for every 500 square <br />feet of lot area. EA11C 19.06.100 Table 6-6. The subject property could therefore support <br />up to 126 dwelling units. The proposed density is consistent with applicable code. <br />Exhibit 1. <br />Development in the NB zone is required to provide a minimum lot area of 5,000 square <br />feet, minimum lot width of 50 feet, minimum lot depth of 80 feet, and minimum lot <br />frontage of 40 feet. No maximum lot coverage by building is established. EMC <br />19. 06.010 Table 6-1. however, through the unit lot land division process, the Code <br />requirements for individual lot width, depth, area, frontage, setbacks, and minimum <br />building site may be modified so long as density requirements are met. EMC <br />19.06.060. C. 4. Thus, the proposed unit lot subdivision can create lots that do not comply <br />with the listed standards. Planning Staff noted that the subject property is approximately <br />240 feet wide and approximately 245 feet deep, with approximately 340 feet of lot <br />frontage and an overall area of approximately 1.45 acres. The parent lot is determined to <br />satisfy the standards in Table 6-1. Exhibit 1. <br />9. In the NB zone, there is no minimtun front setback established; however, development is <br />required to provide a minimum 10-foot rear setback and a minimum five-foot side <br />interior setback.
