Because the subject property is outside of any mapped floodplain or flood hazard area, <br /> the requirements EMC Chapter 19.30 do not apply. Finding 4. <br /> 11. The record shows the project can comply with landscape Category B requirements <br /> applicable in the NB zone pursuant to EMC Chapter 19.35. As noted previously,the <br /> plans do not include a landscape plan. A condition has been added to ensure that the <br /> required landscaping and screening is provided consistent with applicable standards, <br /> including street trees and landscaping along the site's public street frontage,the internal <br /> road, and on the individual lots as required. Findings 6, 10, 11, 18, and 36. <br /> DECISION <br /> Based on the foregoing findings and conclusions,the request to develop four existing vacant <br /> parcels of approximately 1.45 acres into 25 unit lot townhomes utilizing the unit lot development <br /> process at 3618 W. Mukilteo Boulevard in Everett is APPROVED subject to the following <br /> conditions. <br /> 1. All structures shall be limited to three floors in height. <br /> 2. The project shall be redesigned either to provide 65 off-street parking stalls,or shall be <br /> otherwise reconfigured to contain the townhomes on Lots 11 through 25 in two buildings <br /> rather than four,or otherwise in order ensure compliance with the applicable provisions <br /> of EMC Chapter 19.34. <br /> 3. The site plan shall be redesigned to provide the five-foot wide exterior pedestrian <br /> circulation system required by the multifamily development standards at EMC <br /> 19.09.030.A. <br /> 4.
