Since <br />this is a permitted use of the property and it meets the requirements of RCW <br />79.105.230, it qualifies for free or reduced rent. There will be no cost to the City for this <br />lease agreement. <br /> <br />Project summary statement: <br />The work at Eclipse Mill Park will develop the waterside portion of the future park, the <br />site of a former lumber mill. Completed amenities include a river overlook deck, <br />gangway and personal watercraft floating boarding dock on the Snohomish River, debris <br />deflector, and access trail in the lowland park area. The permitted use of the lease <br />agreement is to provide public access to the Snohomish River. <br />The term of the lease is thirty (30) years, beginning August 1, 2025 and ending July 31, <br />2055, unless terminated sooner. <br />The lease is for a portion of the aquatic lands commonly known as Eclipse Mill Park <br />along the Snohomish River. <br /> <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor to sign the Aquatic Lands Lease Agreement No. 20-107205 <br />between the City of Everett and Washington Department of Natural Resources in <br />substantially the form provided. <br />
