The submitted site plan appears to include prior unpermitted work, including but not limited <br /> to the covered front porch and rear covered deck of the existing primary residence. The <br /> existing conditions shown on the site plan are not consistent with the available City of Everett <br /> and Snohomish County records. The site plan is also not consistent with photography available <br /> on Google Maps and GoSync (see attached document 2313 COLUMBIA— UNPERMITTED <br /> WORK). The drawings should be revised to show all previous unpermitted work as new work; <br /> all new work is required to comply with the current code requirements. Alternatively, the <br /> drawings should show the removal of unpermitted work and restoration of the building to its <br /> previous legally permitted condition. See IRC Sections R102.7.1, R105.1, and R113.1. <br /> Architectural <br /> 1. The front (south) side of the proposed detached accessory dwelling unit appears to be within 5' <br /> of the covered deck on the rear of the existing primary residence. Per IRC Table R302.1(1) the <br /> minimum fire-resistance rating is 1 hour. Please provide details showing compliance with the <br /> minimum fire-resistance rating. In addition, the unpermitted (see General comment 1) covered <br /> deck on the rear of the existing primary residence requires a 1 hour minimum fire-resistance <br /> rating. Alternatively, the unpermitted covered deck can be removed creating compliant fire <br /> separation between the primary existing residence and the proposed new detached accessory <br /> dwelling unit. <br /> 2. The project includes stairs. Details for the construction should be included. The stringers <br /> should comply with the joist span tables considering the net depth after notching for <br /> steps. The stair rise and run, and width, should be specified. A section showing the headroom <br /> clearances should be provided. Landings are required at the top and bottom. Handrails should <br /> be provided. Structural modifications may be required. See IRC Section R311.7 and R311.7.8. <br /> 3. Energy credits are required per WSEC Section R406. The required number of credits should be <br /> normalized per Table R406.2. A schedule of the selected credits should be included in the <br /> drawings. The performance requirements for the selected credits should be specified. <br /> 4. The project requires a whole house ventilation system per IRC Section R303.4. Show the <br /> location on the plans; the fan should not be located inside a closed room. Specify the <br /> performance requirements per Section M1505.4. <br /> 5. The house is required to have a heating system per IRC Section R303.9. The type and location <br /> of the system should be specified. If the system is new, it should be indicated as such in the <br /> drawings.
