Actual usage is unknown and based on future needs. The anticipated value of the contract <br />is approximately $675,000, but it can vary depending on usage and may exceed $850,000. <br />Project summary statement: <br />The Water Filtration Plant (WFP) requires a continuous supply of sodium hypochlorite to meet <br />Washington State Department of Health disinfection requirements and treat water from Lake <br />Chaplain Reservoir before distributing it to customers. <br />In addition to cost, city staff evaluated suppliers' ability to ensure that the delivered sodium <br />hypochlorite does not contain foreign matter or impurities that could interfere with the city’s <br />equipment or the treatment process and provide the level of customer service the city desires in <br />the ordering and delivery of the product. <br />The Request for Proposal was issued on June 12, 2025. It was advertised in the Herald and posted <br />on the City’s website. Three responses were received; two of the three companies, JCI Jones <br />Chemicals Inc. and Univar Solutions USA LLC, submitted no-bid responses. The evaluation team <br />considered the third response from HASA Inc. very comprehensive, and the proposal response <br />scored 377 out of 400 points. City staff is recommending an award to HASA Inc., which would <br />enable the water filtration plant to continue its current treatment operations. <br />Recommendation (exact action requested of Council): <br />Award Request for Proposal #2025-032 for Sodium Hypochlorite for the Water Filtration Plant to <br />HASA Inc for a two-year contract with the option of renewing for additional successive one-year <br />terms.
