ORDINANCE NO. <br /> An ordinance providing for the improvement of Fall Street <br /> from Hoyt Avenue to Wetmore Avenue, by removal of old lumber, and old <br /> concrete walks, removal of old concrete retaining wall, grading and <br /> regrading to proper grade, construction of concrete curbs, gutters, <br /> walks, alley crossings, complete drainage system, construction of <br /> fortyeight (48) foot concrete pavement, making old work conform to <br /> new, and doing such other work as may be necessary to make a complete <br /> improvement, approving the plans and specifications for such improvement, <br /> creating an assessment district, creating a local improvement district <br /> fund therefor, providing that payment for said improvement be made by <br /> special assessment on property in said district under the mode of "Pay- <br /> ment by Bonds". <br /> WHEREAS, by Resolution No,2391 of the city of Everett, the <br /> city council of said city has declared its intention to order the <br /> improvement of Wall Street from Hoyt Avenue to Wetmore Avenue, in <br /> accordance with plans prepared by the city engineer, <br /> NOW THEREFORE, THE CITi' OF EVERETT DOES ORDAIN: <br /> Section 1: That Wall Street from Hoyt Avenue to Wetmore Avenue <br /> be improved by removal of old lumber, and old concrete walks, removal of <br /> old concrete retaining wall, grading and regrading to proper grade, <br /> construction of concrete curbs, gutters, walks, alley crossings, complete <br /> drainage system, construction of fortyeight (48) foot concrete pavement, <br /> making old work conform to new, and doing such other work as may be nec- <br /> essary to make a complete improvement, according to plans and specifii- <br /> cations prepared under the direction of the city engineer, which said <br /> plans and specifications are hereby approved and adopted. <br /> Section 2: That the cost and expense of such improvement, includ- <br /> ing all necessary and incidental expenses, shall be borne by and assess- <br /> ed against the property included in the assessment district hereafter <br /> created in accordance with law.
