L .. 40, ORDINANCE NO. 17a1 An ordinance providing for the improvement of Norton Avenue from the south line of Thirtyfourth Street to the south line of Clinton Place, by removal of old lumber, grading to proper grade, con- struction of concrete pavement, walks and curbs, complete drainage system, and doing such other work as may be necessary in connection therewith, approving the plans and specifications for such improve- ment, creating an assessment district, creating a local improvement district fund therefor, providing that payment for said improvement be made by special assessment on property in said district under the mode of "Payment by Bonds". WHEREAS, a majority petition of the property-owners peti- tioning for said improvement has heretofore been filed with the commissioner of public works, and said commissioner found the things set forth in said petition to be true, and WHEREAS, said commissioner of public works has filed with the city council all data and information in regard to said improve- ment as required by law, and WHEREAS, the commissioner of public works has recommended to the city council that such improvement petitioned for be made, and it appearing to the city council that public convenience and necessity requires said improvement to be made, NOW THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1; That Norton Avenue from the south line of Thirtyfourth Street to the south line of Clinton place be improved by removal of old lumber, grading to proper grade, construction of concrete pavement, walks and curbs, complete drainage system, and doing such other work as may be necessary in connection therewith, according to plans and specifications prepared under the direction of the city engineer, which said plans and specifications are hereby sipproved and adopted. Section 2: That the cost and expense of such improvement, including all necessary and incidental expenses, shall be borne by and
