<br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />RESOLUTION NO. 8200 <br /> <br />A RESOLUTION Declaring an Emergency and Authorizing Repairs to Fire Engine J0142 and <br />Security Upgrades to the Fire Apparatus Fleet. <br /> <br />WHEREAS, <br /> <br />A. The City operates a fire department that is continuously operating to meet the emergency <br />services demands of the City of Everett. <br /> <br />B. On July 18, 2025, just after 10:00 pm, Fire Engine 1, Apparatus #J0142, was blocking a lane of <br />travel downtown on Hoyt Avenue. An unauthorized person accessed the driver's seat, engaged <br />the transmission, released the brakes, and overcame a wheel immobilization device and stole <br />the engine. Its theft resulted in significant damage to the unit on both sides of the apparatus. <br /> <br />C. The Fire Department fleet is unique and operates with no surplus capacity. The repairs needed <br />for J0142 will likely take months, and its absence from the fleet will impact on emergency <br />services in Everett. <br /> <br />D. The damage to J0142 represents unforeseen circumstances beyond the control of the City of <br />Everett, and that (a) presents a real, immediate threat to the proper performance of essential <br />functions and (b) will likely result in material loss or damage to property, bodily injury, or loss of <br />life if immediate action is not taken. <br /> <br />E. Security upgrades to the fire apparatus fleet are needed immediately to reduce the risk of a <br />similar event occurring in the future. <br /> <br />F. The necessary security upgrades to the fire apparatus fleet and if not immediately remedied <br />represents unforeseen circumstances beyond the control of the City of Everett and that (a) <br />present a real, immediate threat to the proper performance of essential functions and (b) will <br />likely result in material loss or damage to property, bodily injury, or loss of life if immediate <br />action is not taken. <br /> <br />NOW, THEREFORE, BE IT RESOLVED THAT: <br /> <br />1. Finding and Declaration of Emergency. As stated above, the damage to J0142 is an unforeseen <br />circumstance beyond the control of the City of Everett that (a) presents a real, immediate threat <br />to the proper performance of essential functions and (b) will likely result in material loss or
