This includes the direct costs <br />of administering the program under a Professional Services Agreement with Intelligent <br />Partnerships, Inc. in the amount of $956,175. <br /> <br />Project summary statement: <br />The Port Gardner Storage Facility repurposes the former Kimberly Clark Wastewater Treatment <br />plant to temporarily store combined sewage flows during wet weather to reduce and control <br />Combined Sewer Overflows (CSOs). The City is required to complete the project by the end of <br />2027 under an Agreed Order with the Department of Ecology. <br />Everett Public Works is currently working on two Project Labor Agreement programs. This <br />Project Labor Agreement (PLA) is the first one and will be used on the Port Gardner Storage <br />Facility construction project. The second PLA is for Phase 2 of the Reservoir 3 Replacement <br />project. <br />For each of the two PLAs, the projects selected are similar in size, scope, and complexity to other <br />projects concurrently being accomplished using our regular processes. This will allow for a direct <br />comparison of results. Public Works will prepare an analysis comparing the projects after <br />completion of the two Project Labor Agreement programs which may inform future policy <br />decisions.
