3 <br /> <br /> <br /> <br /> <br />PROJECT LABOR AGREEMENT <br />PREAMBLE <br /> <br /> <br />This Agreement is entered into by and between the City of Everett, (“City” or the <br />“Owner”), the Contractor selected for the covered project defined below, (hereinafter <br />“General Contractor”) and the subcontractors (hereinafter “Subcontractors”) <br />performing covered work as defined in Section 2.1 (the General Contractor and all <br />Subcontractors collectively hereinafter “Employers” or “Contractors” and each an <br />“Employer” or “Contractor”) for the construction of the Port Gardner Storage Facility <br />Project in Everett, Washington (hereinafter “Project” or “covered project”) and the <br />Northwest Washington Building and Construction Trades Council (“Council”), the <br />Western States Regional Council of Carpenters and the Local Unions and District <br />Councils signatory to this Agreement and having members employed on the project <br />(collectively hereinafter “Unions”). This Agreement is referred to herein as <br />“Agreement” or “PLA”. <br /> <br /> <br />WHEREAS the General Contractor will enter into a public works contract with the City of <br />Everett (the “Owner”) for the construction of the Port Gardner Storage Facility Project, in <br />Everett, Washington. <br /> <br />AND WHEREAS, the Employers and Unions (Collectively Hereinafter “Parties”), desire to ensure <br />stable relations for the benefit of the Owner, the Project and the community: <br />THERFORE, the Parties agree as follows:
