Maritime Industrial Expansion SEPA Information
Phase I
The development of Phase I after the site is capped is anticipated to process an estimated 50 storage
containers per week. This would result in 50 trucks bringing containers in/out of the site for a total
of 100 truck trips a week or 15 daily truck trips. There will also be 7 additional longshoremen
located on site. Hours for longshoremen are typically from 7:30 AM to 3:30 PM. It is anticipated
that the 7 longshoremen would generate approximately 14 daily trips for a total of 29 daily trips for
trucks and employees combined. Using the same 17% of daily to PM peak-hour trip ratio that was
utilized for Kimberly Clark, the 29 daily trips would result in only 5 PM peak-hour truck trips.
Credit for the removed Kimberly Clark would account for 720 ADT and 123 PM peak-hour trips.
After Phase I with 29 ADT and 5 PM peak-hour trips there will still be 691 ADT and 118 PM peak-
hour trips worth of credit that should apply to future phases.
Trip Distribution
The site will have access to West Marine View Drive through Federal Avenue and Norton Avenue.
It is anticipated that the truck trips will use the same haul routes that have been approved and
utilized for the clean-up of the site. That haul route is included in the attachments.
City of Everett Mitigation
The site will not generate 50 or more PM peak-hour trips; therefore, no operational analysis at any
offsite intersections would be required. As the site during Phase I has no new net impact to the road
system no mitigation fees should be paid to the City of Everett. After Phase I is constructed there
would still be 118 PM peak-hour trips worth of credit that should be applied to future phases of Port
development on this site.
Attachments
Construction Quantities/Haul Routes Al-A2
Kimberly Clark SEPA Document B 1-B3
Site Plan C 1
Mitigation Email from City of Everett DI
Gibson Traffic Consultants, Inc.
