Matt
From: Michael Brick <MBrick@everettwa.gov>
Sent: Thursday, January 14, 2021 12:42 PM
To: Edward
Cc: Matt
Subject: RE: port redevelopment of'Scott paper site
Edward,
As you know, the City typically allows a site use credit for up to 6 years after a land use has been removed. Because of
the unique nature of the site in question the City will allow the existing site use credit to "linger" past that time because
there have basically been continuous efforts to remediate the location since it closed and I can consider that work to be
a continuation of the previous land use. As far as Traffic is concerned we would start the 6 year clock on the site use
credit when the site is actually developable (i.e. after remediation is completed or at the beginning of Phase 1 of the
Port's development), so as long as the subsequent phases of development happen in a timely manner there should be
no issue with applying the remaining site use credit to those projects.
If it seems likely that the Port's planned use of the site will take more than 6 years from that time to fully implement
let's set up a meeting to discuss options for retaining the credit. At that point it may be necessary for the Port and the
City to execute some type formal agreement (a development agreement, for example)to extend the credit—I am
checking with Planning to get their input.
If you have any questions, or want to set up a meeting to discuss this project further, please let me know.
Michael
From: Edward <Edwardk@gibsontraffic.com>
Sent:Thursday,January 14, 2021 12:17 PM
To: Michael Brick<MBrick@ eve rettwa.gov>
Cc: Matt<Mattp@gibsontraffic.com>
Subject: port redevelopment of'Scott paper site
Michael hope you are well.
Left a couple of messages I just wanted to follow up on email. The port is doing a phase I SEPA development that will
expand its outside container storage onto this site. (old Scott Paper Mill site) that the port discussed with you last
year. No new permanent buildings at this phase. New buildings will be part of future development in the next phase
not addressed in this SEPA. This phase will only add temporary construction trucks for the pad build and the new
storage containers load unload to/from the site (no opening and internal redistribution-breakdown of containers
expected) and potentially 7 long shoreman to move the unload/load the intact containers around . However what is
important as I mentioned is that the prior Scott building retain the credit for its removal. The credit for this phase will
exceed the new storage but the excess credit should be retained for the future phased development of the site. We will
be using the prior agreed SEPA numbers of the prior Scott site.
Please let Matt/me know if there is any issues with that approach I had outlined in my prior messages.
Edward Koltonowski
Gibson Traffic Consultants, President
i
D- 1
