Because of <br /> the unique nature of the site in question the City will allow the existing site use credit to "linger" past that time because <br /> there have basically been continuous efforts to remediate the location since it closed and I can consider that work to be <br /> a continuation of the previous land use. As far as Traffic is concerned we would start the 6 year clock on the site use <br /> credit when the site is actually developable (i.e. after remediation is completed or at the beginning of Phase 1 of the <br /> Port's development), so as long as the subsequent phases of development happen in a timely manner there should be <br /> no issue with applying the remaining site use credit to those projects. <br /> If it seems likely that the Port's planned use of the site will take more than 6 years from that time to fully implement <br /> let's set up a meeting to discuss options for retaining the credit. The port is doing a phase I SEPA development that will <br /> expand its outside container storage onto this site. (old Scott Paper Mill site) that the port discussed with you last <br /> year. No new permanent buildings at this phase. New buildings will be part of future development in the next phase <br /> not addressed in this SEPA. This phase will only add temporary construction trucks for the pad build and the new <br /> storage containers load unload to/from the site (no opening and internal redistribution-breakdown of containers <br /> expected) and potentially 7 long shoreman to move the unload/load the intact containers around . However what is <br /> important as I mentioned is that the prior Scott building retain the credit for its removal. The credit for this phase will <br /> exceed the new storage but the excess credit should be retained for the future phased development of the site.
