1q:1 <br /> Consulting <br /> Engineers <br /> Page 2 of 13 <br /> 1.0 Introduction <br /> This storm drainage control report has been prepared for the Port of Everett's Maritime Industrial <br /> Expansion project — Norton Terminal (site). The report has been prepared in conformance with the <br /> requirements of the 2019 Stormwater Management Manual for Western Washington as prepared by the <br /> Washington State Department of Ecology. <br /> The site is located north of the Port's secure Seaport facility at 2600 Federal Avenue in Everett, <br /> Washington. After completion of this project, the Norton Terminal will be incorporated into the Port's <br /> secure Seaport facility. Site entry will require a Transportation Worker Identification Credential (TWIC)or <br /> authorized escort. The Norton Terminal facility is bound to the north by the City of Everett Port Gardner <br /> Stormwater Facility,to the south by Federal Avenue and Port of Everett Terminal,to the east by the BNSF <br /> Railroad and City of Everett and to the west by Port Gardner Bay. Refer to Appendix A, Figure 1 for a <br /> Vicinity Map. <br /> The project consists of developing the Norton Terminal to increase the Port's existing cargo handling <br /> capabilities and storage. Improvements include the installation of a paved cargo laydown yard, ingress <br /> and egress gates,allowance for future railroad sidings,and utilities including water,sewer, power,lighting <br /> and communications, storm drainage infrastructure and treatment, and infrastructure for storage of <br /> containers and breakbulk cargo.The stormwater improvements include the installation of a collection and <br /> conveyance system consisting of concrete gutters, trench drains, stormwater pipes, catch basins, <br /> manholes, and water quality treatment systems. <br /> This project is located at the former Kimberly-Clark (K-C) site and is classified as a third interim cleanup <br /> action as part of the state's Model Toxics Control Act (MTCA) permitting. The Property is owned by the <br /> Port and is on the Washington State Department of Ecology's (Ecology) list of contaminated sites and is <br /> currently in the MTCA cleanup process. The site is listed in the Ecology database of confirmed and <br /> suspected contaminated sites under Cleanup Site ID 2569.This memorandum is submitted for substantive <br /> requirement review by the City (accompanying drawing package submittal to Public Works), per <br /> agreement between Port and City regarding review of this MTCA cleanup project. <br /> 2.0 Existing Conditions <br /> Norton Terminal has recently completed its second round of interim action cleanup(December 2020)and <br /> will be starting its third interim action cleanup under an agreed order (Agreed Order No. DE 9476) <br /> between the Washington State Department of Ecology (Ecology) and The Port of Everett. The site is <br /> applying for coverage under the Washington State Department of Ecology under the National Discharge <br /> Elimination System (NPDES) Industrial Stormwater General Permit (ISGP). <br /> The site is located above the HTL and is roughly 45.37 acres of relatively flat surface consisting mostly of <br /> sand backfill from the cleanup action. The site area located above HTL is delineated into three basins <br /> identified as Basin M, A, and Future PUD Substation. Refer to Appendix A, Figure 2 Overall Storm Drain <br /> Basin plan for a delineation of each basin as well as Table 1: Existing Site Area Characteristics below. <br />
