6 <br /> CITY OF EVERETT, WASHINGTON <br /> EVERETT POLICE DEPARTMENT <br /> Edward Byrne Memorial Justice Assistance Grant (JAG) Program <br /> (CFDS# 16.738) <br /> 2016 Local Grant Application <br /> Section 1 - Program Narrative <br /> PROGRAM NARRATIVE <br /> Introduction <br /> The City of Everett is a full-service municipal government agency which provides critical public <br /> safety and other vital services to a population of approximately 105,800 citizens. Under the <br /> direction of Mayor Ray Stephanson, Chief Dan Templeman commands the Everett Police <br /> Department which consists of a staff of 206 uniformed officers and 45 civilian support <br /> personnel. Over the last several years,the Edward Byrne Memorial Justice Assistance Grant <br /> Program has been a key element in assisting the Everett Police Department in the acquisition of <br /> law enforcement equipment and implementation of new technology to further our mission of <br /> working in partnership with our community to enhance the quality of life and reduce crime to <br /> those who reside,work, and/or choose to spend their leisure time in our City. Thus, the <br /> Edward Byrne Memorial Justice Assistance Grant Program has become an important resource <br /> for providing critical tools, equipment,training and technology which we are not able to receive <br /> funding support via the City's budget. <br /> Statement of Current Need <br /> Current City budget resources continue to be unavailable to provide support for essential <br /> video/digital technology equipment, concurrent licensing costs, underwater diver <br /> communication equipment and specialized training and travel for our Hazardous Materials <br /> member. The use of a real-time video recorder system will allow undercover detectives to <br /> monitor areas of threat to the public. This system allows detectives the ability to obtain video <br /> evidence without the need to recover it from a public or private source,which could <br /> compromise the integrity of an undercover investigation. In addition,the need for portable <br /> video cameras will enhance the ability of detectives to capture quick, real-time video associated <br /> with an investigative operation, thus providing further officer safety. The next equipment <br /> identified includes GPS devices that can be attached to large objects for monitoring and <br /> tracking of moving objects. Monitoring of a subject's activity can be critical to certain <br /> investigations. Another essential technology tool is the addition of forensics software used to <br /> examine cell phones and mobile devices. The software programs are extensively used in the <br /> review and capturing of evidence of criminal activities. Due to the high volume of mobile <br /> device data to be collected, it is important that our forensics' team have the availability of <br /> appropriate tools to conduct such investigatiols2 Further equipment needs are the acquisition <br />
