a The third project proposal is to purchase two small GPS devices that can be attached to <br /> vehicles, trailers or other large mobile objects for the purposes of locating them at any time. <br /> This project also includes one year of service for the devices,which is required. These devices <br /> are monitored by a third party service who communicates the reported location to the <br /> subscriber (Police). GPS devices are used by our Special Investigations Unit (SIU) to follow and <br /> monitor the location of objects as part of an investigation. GPS devices are the simplest and <br /> most cost effective way of accomplishing this part of the mission.These devices save <br /> considerable dollars by not requiring human resources to follow an object and they increase <br /> safety by eliminating the possibility of being detected. Recent high profile cases would have <br /> benefitted greatly by using of these devices,which we currently do not have. <br /> Our Fourth project is for the purchase of three additional software tools for forensics <br /> examination of cell phones and mobile devices: Cellebrite Physical Analyzer, Internet Evidence <br /> Finder,and SV Strike Phone Unlocking Tool. These software tools allow downloaded <br /> phone/device data to be examined forensically for evidence of criminal activity. Cellebrite <br /> Physical Analyzer is one of the most used tools in the lab of which we have only one license. <br /> This project proposes a second copy. The high volume of cases (exam requests) in our forensics <br /> unit makes a case for redundancy in some of our software tools. Multiple copies allows for <br /> simultaneous casework increasing efficiency in the lab. The Forensic Investigative Unit (FiU) <br /> receives an abundant amount of device examination requests every day. The amounts of cases <br /> that can be processed are limited by available human resources, but also by hardware and <br /> software tools necessary to complete the requests. In 2014 and 2015, our FIU processed 123 <br /> and 119 mobile devices respectively. The requests come from all units in the department, <br /> outside agencies,the Prosecutor's Office and Federal agencies. These software tools will <br /> increase the efficiency and capacity of the FIU to serve our region. <br /> The fifth project is for the purchase of underwater communications and lines for use by our <br /> Marine Operations Unit Dive Team members. This system will allow reliable communications <br /> between the surface and a police diver during search and recovery operations. The <br /> communication lines also act as a safety line attaching the diver to the surface allowing <br /> recovery of the diver in case of an emergency. Our divers often dive in less the optimal <br /> conditions. Visibility can often time be very limited to less than a foot, or no visibility at all. We <br /> have had situations which required multiple surfacing by the divers to communicate that they <br /> had found the evidence, and to coordinate the equipment needed for the recovery. In those <br /> incidents surface communication would have saved time and decreased risk to the divers who <br /> had to surface and submerge each time they needed to communicate their needs. The <br /> communication lines also have the rated weight capacity to retrieve the diver to the surface in <br /> case of emergency.This is the system that is utilized by Nation Oceanic and Atmospheric <br /> Administrative(NOAA). We train to the NOAA standards. We have been trained in the use of <br /> this communication system and tested an evaluated it. It meets the needs of the dive team and <br /> received good reviews from the NOAA divers. This system will allow the Everett Police <br /> Department's Dive Team to operate with increased safety, and with a higher level of efficiency. <br /> With this benefit we will have an increased chance of locating evidence to enhance criminal <br /> 74 <br />
