Page 7 of 21State of Washington Department of Ecology <br />Agreement No: <br />Project Title: <br />Recipient Name: <br />SWMLSWFA-2025-EverPW-00292 <br />P&I City of Everett PW <br />CITY OF EVERETT PUBLIC WORKS <br /> SCOPE OF WORK <br />Task Number: 1 Task Cost: $112,576.20 <br />Task Title: Residential Recycling/Waste Prevention <br />Task Description: <br />Activity: Recycling Collection Events <br />RECIPIENT will: <br />• Host two (2) or more multicategory recycling collection events (RCEs) for Snohomish County residents; it is anticipated that <br />one large event will be held in 2026, and a mini event in 2027 <br />• Develop and distribute promotional materials <br />• Highlight extended producer responsibility programs and the resources provided through 1800recycle.wa.gov <br />• See first Special Term and Condition in this agreement related to recycling/collection events <br />Activity: Public Areas Recycling <br />RECIPIENT will: <br />• Continue to collaborate with the Downtown Everett Association (DEA) to determine the existing level of contamination and <br />type/source of contaminated materials in public recycling <br />• Provide technical assistance and replacement materials and supplies for recycling containers pre-approved by ECOLOGY <br />• Work with DEA, Waste Management, and ECOLOGY to determine and then implement best practices to reduce recycling <br />contamination <br />Activity: Public Event Recycling <br />RECIPIENT will: <br />• Continue to promote and expand the ClearStream container check-out program, as well as increase reservations of <br />ClearStream containers outside of the late spring and summer months <br />• Target special event coordinators, develop promotional materials, provide technical assistance on how to use the containers, <br />and work with borrowers to measure the material collected <br />Activity: Community, School and Business Recycling Support <br />RECIPIENT will: <br />• Provide technical assistance and limited supplies for residents, schools and businesses to support the development of new <br />waste reduction and recycling programs and reduce contamination in existing programs <br />• Work with businesses to reduce waste and improve recycling in preparation for the FIFA World Cup <br />• Provide technical assistance for residents, schools and businesses impacted by recent legislation intended to prevent waste <br />and divert material from the landfill <br />• Collaborate with service providers (Rubatino and Waste Management) to troubleshoot issues related to recycling <br />contamination <br />• Create and distribute outreach materials as needed, creating multi-lingual pieces where appropriate <br />Costs Eligible for Reimbursement <br />• Staff salaries and benefits, and indirect costs up to 30% <br />• Contractor costs (reimbursement for costs incurred by contractors to perform work identified in this task are subject to the <br />Template Version 12/10/2020
