No match is required <br /> <br />Project summary statement: <br />The Washington State Department of Ecology (Ecology) issued the City of Everett the <br />first Phase II Municipal Stormwater Permit in 2007 under the National Pollutant <br />Discharge Elimination System (NPDES) permit program. This permit program is a <br />requirement of the federal Clean Water Act. The Phase II Municipal Stormwater Permit <br />authorizes the discharge of stormwater runoff from the municipal separate stormwater <br />system into surface waters and groundwaters, as long as the City implements Permit- <br />specified components to protect water quality. Ecology recently issued a new Phase II <br />Municipal Stormwater Permit, which became effective August 1, 2024. The new Permit <br />has new compliance and reporting requirements that are phased in over the next 5 <br />years. <br />Ecology provides non-competitive biennial grant funding in the form of Municipal <br />Stormwater Capacity grants to Phase I and Phase II Permittees to assist with <br />implementation and management of the Phase II Municipal Stormwater Permit. <br />If awarded, grant funds will be used to attain compliance with current and future <br />requirements where applicable such as: developing policies, source control, and <br />stormwater management action planning. <br /> <br />Recommendation (exact action requested of Council): <br />Authorize the Mayor or her designee to apply for, and if awarded, to sign all necessary <br />documents and agreements for the Municipal Stormwater Capacity Grant in the amount <br />of $120,000.
