However, the submitted documents are not sufficient <br />for us to perform a review at this time. The Planning Department has also determined that the project is not <br />sufficient to perform a review; they will issue a comment letter separately. Construction -level documents <br />need to be submitted for review. Information is attached to provide guidance. Preliminary comments are <br />provided below to assist in preparing the drawings, but these are not intended to provide a comprehensive <br />review. Depending on your experience with the model codes and preparing documents, we recommend <br />consulting with a design professional to assist you. <br />1. The submitted drawings are not construction -level drawings and generally show the as -built <br />condition. Construction -level drawings should be submitted for review. The drawings should be on the <br />same size sheets of paper and drawn to -scale. The drawings should include both architectural and <br />structural sheets. The existing and new construction should be clearly delineated. <br />2. The as -built conditions shown in the drawings are not consistent with the permits records for this <br />building. The building has been heavily modified without permits. All changed conditions should be clearly <br />indicated. Reference the City of Everett and Snohomish County records. Unpermitted modifications <br />include but are not limited to: <br />a. The first floor layout has been revised to add a second bedroom (i.e. SW corner of the <br />building). The windows do not appear to comply with emergency egress window requirements. <br />b. The location of the stairway has changed. <br />c. The attic should not have stairway access via an exterior door on the west side. The stairway is not <br />code compliant. <br />d. The attic should be storage only with a total area of 344 SF. The ceiling height is not indicated, but <br />is presumed to be less than the code minimum for habitable space. <br />e. The attic is not permitted to include bedrooms. The bedroom dimensions are not code <br />compliant. The windows do not appear to meeting the requirements for egress windows. <br />f. A bathroom was added to the Attic level under Permit No. C9911-015. The permit should be <br />located at the east end of the building where a bedroom is indicated, not at the center of the <br />building. The bathroom shown is new and not constructed with a permit. The bathroom must <br />comply with current head clearances or be removed. <br />3. Replacement of all materials due to fire damage should be specified in the drawings. <br />4. Smoke alarms are missing outside the bedrooms. The alarms are required to be interconnected and <br />provided with battery back-up power. <br />5. The roof has been replaced. This should be stated in the drawing. <br />6. The roof over the rear porch and the stairway have been added without permits. Plans, sections, and <br />details should be provided for the contruction. <br />7. Interior walls have been moved at both the Main and Attic levels. Structural framing plans for the roof, <br />floor, and walls should be provided substantiating the load paths. <br />
